Executive Summary

This proposal outlines a purpose-built, turnkey serviced housing solution engineered specifically for ExxonMobil Guyana (EMGL) rotational staff. Situated at 786 Plantation Great Diamond, East Bank Demerara, approximately one minute from the Heroes Highway connector, the planned four-storey executive complex is being designed to integrate IBC 2021 structural principles with a full-service logistics and operations package.


The MEI platform provides a single-source solution: housing, housekeeping, transport, and security— supported by "continuous duty" power infrastructure, structured service-level agreements (SLAs), and local content compliance aligned to EMGL expectations.


Note: The facility is currently in the detailed design and financing phase. Targeted delivery and commissioning will be confirmed in line with ExxonMobil’s lease horizon and internal approval process.

The Great Diamond Executive Complex is programmed to support a core EMGL rotational cohort with flexibility for visiting specialists and short-term assignments.

  • Penthouse: 1 premium top-floor unit with dedicated storage / back-of-house zone

  • • Mid levels: stacked 2-bedroom units for core rotational staff
  • • Upper level: penthouse, storage and building services support
This configuration allows EMGL to consolidate a defined rotational headcount into a single, controlled facility while maintaining clear separation between residential, amenity and building-services zones.

Critical Power Infrastructure

⚡ "Continuous Duty" Power Station

The facility will utilize a prime-rated generator set engineered for continuous duty operation, rather than standard residential standby duty.

Installation: Isolated setback compound (noise and vibration dampened)

Fuel Autonomy: Sized and contracted for extended, multi-day runtime capability

Switching: Automatic Transfer Switch (ATS) with ~10 second changeover

HSE Compliance: The generator compound will be located at an appropriate setback distance from the main structure to mitigate exhaust and noise intrusion, with design referencing NFPA 37 and local Guyanese permitting requirements.

Operational Services (SLA)

🚌 Logistics

Dedicated Transport: A 19-seater bus will be assigned on an exclusive-use basis to Great Diamond Executive Complex residents, operated under EMGL-aligned HSE and defensive driving standards.

Primary Route: Great Diamond ↔ Ogle HQ via Heroes Highway bypass, with optional routing to Kingston / downtown Georgetown as required by EMGL operations.

🧹 Housekeeping & FM

Hotel-grade housekeeping: Scheduled unit cleaning, linen change-out and sanitary waste disposal, supported by documented SOPs and checklists.

Scope includes common area sanitization, periodic deep cleans and basic facilities management tasks to keep the property in a continuously presentable condition.

Engineering Standards Compliance

The complex is being engineered under international codes, adapted for Guyana’s coastal tropical environment.
